I work with a group in Tarrant County, Texas in getting headstones for Confederate soldiers in unmarked graves. Charles Adkins who died in 1914 is buried in Oakwood Cemetery in Fort Worth. We know the exact grave space. He served in the 19th Texas Cavalry. The VA requires a direct descendant to ask for the free headstone.
