H.V. Morgan

From the Dawson City Museum and Historical Society I recieved copies of Application for Grant for Placer Mining one on September 7 and another on September 15, 1897.
These are signed by H. V. Morgan. My grandfather was Harold Vincent Morgan. My Mother and uncle have tha same hand writing. If this is the same man he was in Drumright,OK in 1919.
Some names that were associated with him were Clifford, O'Neal, Sam, Daisy, Lillian, Helen, & Edith. We can not find were he was born or him on any census we do have a death certificate but it just gives his first inital no parents. It does give a place of birth as VA with a ? after it.
How far back does the birth records go in Alaska? We think he was born abt 1880.
