Have you tried the US Census records for 1900-1920 for Alaska? These can be found in libraries with good genealogical sections, at a National Archive branch, or order through the closest LDS church genealogical section.
This will tell you where he was born(which state), where his parents were born and any other siblings or relatives. Also he may show up on Polks Gazeeter for Alaska between 1900 and 1926. I have access to library and National Archive here in Anchorage,Alaska. Do you know where Thomas Steven was born or even speculations? Was he into fishing, timber, mining, or a government job. Kasaan is a old Alaskan Native village that was move up the bay on Prince of Wales Island west of Ketchikan.
