In 1900, you can find L. R. Finley, Martha, Emmet & May in Junction City, Union County.
Did you look at the next household in 1910?It shows that Lee Finley's mother was born in Alabama.Although, I don't know where he was in 1900.
This is probably Louis & he's simply mistaken as to where his father was born..............

There are many Martha Jacksons on census.I believe the below is the one you want, as Washington, Rhoda & a son are living in the same place as Louis & Martha in 1900. Washington & Rhoda have been married 42 years.
1900 shows that Martha was born August 1858..........
1860: Western Division, Chanahatchy P.O., Tallapoosa Co., Alabama
Census taken August 2nd(?)
