Amelio A.E. Alba PHD

I am trying to find information concerning Dr. Alba for the purpose of getting a government headstone for him. I have exhausted every avenue I can think of. He was born in 1900 in Manila and was one of 14 children. He received a PHD in Ethnology at Heidelberg University in 1936 (I believe). He was an officer in WW2 and was wounded at Omaha Beach. He died at Pendleton, Or. in 1975. I was shocked when I visited his gravesite last year and found his grave unmarked. I am just hoping someone will have remembered him and can give me more information to get the proof I need so a stone can be placed at his grave. The security act forbids giving information to anyone who is not a relative, and since I am only a friend, records are unavailable to me.
Can anyone help? This is one of the most unforgettable people I have ever had the pleasure of knowing and it seems so unjust that he be deprived of this recognition.
