Ronald,

I have no idea why it took an Act of the Legislature to fulfill McClare's claim.

Maybe he was held captive long after the war and did not go through regular procedures to claim his bounty land.

You'd have to look at the Act. And look for the actual deed, McClare selling his entitlement to Vandercook.
