The most obvious answer is that people move.

If you are talking about the 8th VA Regiment of the *Continental* line (8th VA Regiment, Continental is the way to make clear what you mean), it was organized February 9- April 4, 1776 at Suffolk Court House to consist of 10 companies from Frederick, Dunmore, Berkley, Augusta, Hampshire, Fincastle, and Culpepper Counties.

I wouldn't know anything about your particular person, but there was a cluster of Burlington Co., NJ Quakers and associated families who moved into that area of VA.

It would be rather unusual for one person to serve in 2 different Continental regiments from different States.
