I really don't know if Samuel Williams is part of this family or not.
All I know is that William Williams was in Hempstead Co. before the 1820's. He owned land near Ozan Creek and had a lot of children. He appeared on the early tax lists, but seems to have passed away before the 1850 census.
One of his daughters was called Sally, and two of his sons might have been James M. Williams born in Hempstead Co in 1821 and Anthony H. Williams born there in 1823.
Do you know when and where Samuel was born?
