Yes, the 1860 census you list is the correct Eugene Ball.

The 1880 census is the only information I have on Eugene's first wife (other than one daughter's marriage record, which tells only that her mother's birthplace was Arkansas), so the initials H. F., and the birthplace of Arkansas, are all I have to work with. I am aware of the differences in the birthplaces of the parents, but felt that it was worth following up on anyway, since I have no other leads at this time.

I was led to the name Harriett Small by the 1870 census. Harriett Small is the only woman living in the Ballard County, Kentucky area in 1870 that matches the limited information on H. F. - born around 1861 in Arkansas, with a first name beginning with H. Again, I know this is a long shot - there is no guarantee that H. F. was even in the area in 1870 - but as I said, I am trying to follow any leads I can that might help find out who H. F. was.
