I found your CARTER family in the 1880 census of Johnson Co. AR living in Spadra Township (south of Clarksville) in Dwelling 413
CARTER, Joseph T. 27 KY KY KY
CARTER, Talitha I. 23 wife AR KY KY
CARTER, Vinica 3 daughter AR KY AR
CARTER, Johnathan H. 10 months son aR KY AR

In the marriages from Johnson County:
J. H. CARTER to Cora WALLACE 01 Sep 1895 Book R page 445
VINELLA CARTER to D. V. ORSBURN 02 Mar 1893 Book R page 215

OBSORN, Marion to S. A. WILSON (female) 15 May 1892 R-143
OSBURN. E. V. to M. M. JOBE (Female) 15 Nov 1894 R-366
OSBURN, Earnest V. - Mrs. Fannie E. CASTEEL 02 Mar 1901 S-338
OSBURN, Martin - Lelar OWENS 24 Jun 1896 R-50
OSBURN, W. R. - Mary M. WARREN 31 Jan 1902 S-446
OSBURN, William T. - Lula BAKER 31 Jan 1896 R-495

Not sure if any of these are related, but later found Ernest V. and wife, Nettie buried in Pine Grove Cemetery 3/4 mile north of Salus in Newton County. His dates are 24 Aug 1873 - 16 Aug 1961.

The only OSBURN (any spelling) listed in 1900 Johnson Co. was Wm. R. Osburn born Jul 1865 TN VA TN living in the house of Benjamin Warren and wife Lucy A. The Warrens lived next door to this family:
Sherman Township (north of Clarksville on the Johnson/Newton County line where Salus is located)
Dwelling 90
CARTER, John H. Aug 1879 married 4 years AR __ __
CARTER, Cora wife Sept 1876 married 4 years 2 children- 1 living AR TN AR
CARTER, Ethel M. born May 1899 daughter AR AR AR
BASKINS, Fogie B. a lodger Sep 1880 AR AR MO

I had stopped with this information to send, when I happened to think that I knew there were Osburn families in Newton County, so checked the 1900 census there. I found both of your families living there in Walnut Township two houses apart. Walnut Township is on the Johnson/Newton County line in the southwest corner of Newton County just above Salus in Johnson Co.
Dwelling 132-34
OSBURN, David V. Dec 1868 age 31 married 7 years TN TN TN
OSBURN, Vinella Aug 1876 age 23 wife mar. 7 years 3 children - 3 living AR AR AR
OSBURN, Bolen Jan 1894 age 6 son AR TN AR
OSBURN, Mary B. May 1897 age 3 dau AR TN AR
OSBURN, Wesley Dec 1899 5 months son AR TN AR

Dwelling 134-37
CARTER, Joseph Sep 1853 age 46 married 25 years KY KY KY
CARTER, Isabel Mar 1867 age 43 mar 25 yrs 6 children - 5 living AR AR AR
CARTER, Maggie Aug 1884 age 15 dau AR AR AR
CARTER, Robert Feb 1888 age 12 son AR AR AR
CARTER, Jimmie Aug 1892 age 7 son AR AR AR
CARTER, Loyed Dec 1897 age 2 son AR AR AR

I can't explain why Isabel said she had 6 children 5 living if the John H. Carter is her son. But it is possible that this John H. Carter with wife Cora was a different person, and not her child and the Johnathan H. Carter living with the family in 1880 had died. But his borthdate sure is very close.

It is possible that the Ernest V. OSBURN born 1873 and your David V. OSBURN born 1868 could be brothers. The fact that they lived fairly close together sometimes means there is a relationship.

This was all that I found on these families. Neither of them were listed in the 1910 census in Johnson or Newton Counties. Maybe they all moved to Oklahoma at the same time.
