Family lore is great. It's interesting, and it's also many times NOT factual.I've been doing genealogy for over 30 years now and there are a number of interesting stories in my lineages, some which actually got me started doing genealogy, but none of them ever proved out to be true. I think you'll find that to also be the case with many researchers who have been doing research a number of years.Which is one reason why there is a need to document your finds.
In this case, you first will need to get a copy of William's Death Certificate. You have to work backwards and that's going to be one of your best chances to get a lead as to who his parents might have been. They are not always 100% accurate tho, it's info only as good as the informant's knowledge, which in may not necessarily be a blood relative, and when is many times is a child of the deceased who never met or knew their grandparents or a wife who married to the deceased in later years, much less can be absolutely sure of their names. Which is why you need to follow up on other documented items, such as census.
As far as birth records go,this was easily found by doing a google search:

Keep in mind that early birth records, when found, often times do not name the child, but simply state if the child was male or female.
