Pike County -John Jones1898 & his mother's grave 1902

My grandfather (John Abner Jones)said he was born in Pike County, March 30, 1898. I have not been able to find any birth records prior to 1900. Was there a county office where people recorded births of their children? I would like to find information on his mother, too. She died Dec. 22, 1902 giving birth to twins. We can only assume that they still lived in Pike County, but nobody knows where. I am looking for her grave. Her name was Della E. Jones. Any ideas of where I could write for information would be greatly appreciated.
