Are the surnames Ballard and Hill familiar? Do you know if Dewey’s mother was married several times?
According to Ancestry.com, there is a WWI Draft Registration Card for Dewey Rannel Ray from Alcorn County, Mississippi. Alcorn is a neighboring county to Tippah. I don’t subscribe to Ancestry, so I can’t pull up the details.
I don’t have access to the 1930 census from home, but Ancestry shows Dewey and Obie were enumerated in Tippah County, Mississippi that year. If you don’t subscribe to Ancestry, I can pull up the records next time I visit the library.
I also looked for Bertie Obie Richardson. The closest match I could find is below - but it's a long shot. It lists her birthplace as Arkansas, not Mississippi. Could your Bertie have been from Arkansas and later went to Mississippi where she married Dewey?

Note: I couldn’t make out where Fanny’s father was born.
