Peter - Thanks for your enquiry.Only one Herbert Joseph Arkell was born in London 1837-81.He was registered in the Sep 1874 quarter in the Edmonton reg dist (GRO ref 3a 171).This is later than the 1850s you envisged, but I think it is probably right, as the Edmonton reg dist included Tottenham.
There is no HJA in London in the 1881 census, but at 5 Gloucester V(illas?) Tottenham a widow Mary Guy, a.64 born in France, had three lodgers:Frederick Arkell, a.33, widower, painter, born in England;John Arkell, a.13, scholar born in Hornsey [adjacent to Tottenham], and Joseph Arkell, a.6 also a scholar born in Hornsey.I think this Joseph is probably your Herbert Joseph, and that the John a.13 was originally registered as John James in the Dec 1868 quarter, also at Edmonton, ref 3a 224.If you decide to check all this by getting HJA's birth cert, do please let me know the outcome.As for his mother, the only adult Arkell death in Edmonton from 1874-81 is a Mary Ann Arkell, who died aged 38 in the Sep 1879 quarter.Hope this helps.Do keep in touch-Mark
