448 Queen Street was the address of Holt's Matrimonial Agency (the witnesses) and was a "marriage shop". They usually barely operated within the law and there are some interesting details there about Lewis Abramovitch, the cleryman who married your couple.

From this and also the fact that they were both residents of Sydney but went to Melbourne to get married, I think that we can deduce that there was possibly some impediment to the marriage. I think that it was probably more than just Robert being under age as this could be worked around. I wonder if Annie was already married?
