Kevin, There is a Cornelius HURLEY listed on the unassisted immigrants index to victoria as follows

HURLEY CORNELIUS 24 JUL 1887 ONEIDA

he arrived in July 1887 on Ship ONEIDA aged 24 years

If he was british he would not have needed to get naturalized - where did he come from?

Naturalization records are listed in the national archives site - www.naa.gov.au under the record search section
