Hi Christine

If you go to TROVE - National Library of Australia - Australian Newspapers , just type in Strickland Buildings - there are a lot of reports on the building. They were built by the Sydney City Council , as "Workmens Flats ", they were three stories high and at the corner of Cleveland, Meagher and Dale Sts, Chippendale. They were opened by the State Governer Sir Gerald Strickland. (Obviously named after him). There are about 5 photos of the buildings on that site.
I suspect 222 could mean flat 2 , level 2 building 2.
After adding 222 to the address I found the death notice in 1916 of Katherine the wife of Valentine Herman from that address. I was only looking at the 1910-1919 decade , so there could be more
