Hello Tom,
My Great Grandfather Thomas Bagshaw born 12th May 1842 had a younger brother called Robert who was shown as 6 years old in the 1851 Census. This might be your Robert but we must not jump to conclusions. Do you know for example the names of Robert`s parents? Were they Thomas and Grace? If they were, the answer to your question will be "yes". I await your reply with interest.
