Interesting that Cleveland was both a male and a female name, although I only have seven of them in my stack of 60,000 Ball cards, none of which match your question. However, there was in the 1900 census in St. Charles, St. Charles Co., MO, the family of William Ball, a contractor, b. Apr 24, 1854 in MO (parents b. VA), Carrie, his wife, b. Jan 5, 1854 in MO (parents b. KY/MO), daughter Cleveland G., b. Oct 6, 1884, b. MO and son Grace (that's how I and the indexer read it), b. Feb 8, 1888 in MO.
William and his new wife Carrie were living in 1880 in Cuivre, St. Charles Co., MO next to, I suspect, William's parents and some siblings; William and Susan with children Laura, Virginia, Fanny, Bush, and Ellen. There were lots of Balls living in Cuivre that year, probably all related.
Am doing this research for you on the fly, so now to the bad news:In a journal called "Ball Beginnings", Vol. 2, p. 131 is a summary of this family from MO and it ends with Mary Cleveland Ball (the writer's mother) b. 6 Oct 1884 in St. Charles MO, m(1) 15 Jul 1915 in Oklahoma City OK Leslie Hyatt Schuster; m(2) c 1947 Fred E. Yelton.
So, there is one Cleveland Ball that might have fit that is not your target.Pity, since it looked like a nice fit.Still, even knowing who is NOT a candidate can save you some time, perhaps.I tried....
