I am not aware of any research on Ballengers in Germany although I have heard others speak of ballengers there. The book Three Centuries of Ballingers in America has apage inserted in the front of the book with a coat of arms on one side and a story about it on the other. It was taken from the German Heraldic book by Siebmacher, tome4. (whatever that means?) It was awarded to to Friedrich August ballinger in1651. by the Prussian Royal House. The Ballinger family is referred as a patrician family of the 14th century in the province of Brandenburg.
If you find any research about the German Ballingers please let me know. Bruce B
