Looks like Milton Ballinger is the son of Henry Ballinger.Henry's wife is Lousia Unknown.Here is the 1860 Macon Co, MO census...

Ballinger, Louisa, Macon Co, MO, 24 KY
Ballinger, Lucas, Macon Co, MO, 9, KY (birth state should be MO)
Ballinger, John, Macon Co, MO, 7, KY (birth state should be MO)
Ballinger, David or Danl, Macon Co, MO, 6, KY (birth state should be MO)
Ballinger, Milton, Macon Co, MO, 4, KY (birth state should be MO)
Ballinger, Henry T, Macon Co, MO, 2, KY (birth state should be MO)
Henry and Louisa are on 1850 Macon Co, MO census as well.
Henry could possibly be the son of Lucious (Lucus or Luke) Ballinger or John Ballinger.I believe (no proof) that these Ballinger's came from Russell Co, Kentucky.Lucious and John Ballinger are on the 1840 Macon Co, MO census and the 1830 Russell Co, KY census.
