Let me give you my take on this and my reasoning--I think probably Ebon Bell's wife was a sister of Cornelius Lowe.
The Cornelius Bell that is mentioned is son of Ebon--sister named son for brother ?? The Bells and Lowe's were in that area for many years and David Cooper was relatively new--he came from Ohio between 1859 and 1862--according to census records.
The other possibility is the one you mention--Cornelius' wife and Ebon's wife were sisters. I too saw the Baker line--but couldn't connect with Bell.
