Victor Benoit - Where was he Really Born CT or QC

Victor Benoit was the son of Toussaint Benoit and Adelaide LeRiviere. He was born 28 OCt 1889. His parents were in Ste. Hyacinthe QC. All of his brothers and sisters were born there, and he lived around there for a lot of his life.

But according to a couple of records on a couple major websites, he is illedged to have been born in Norwich, New London, Connecticut.

Does anyone have actual firm documentation about this one? I've seen the various censuses which show his place of birth as Canada, and databases with various claims. And for full context, we have traced this line all the way back to France. But the way the he is said to have been born in Connecticut is kind of befuddling. So if anyone has good firm primary data on this one, it would be nice to sew this up one way or the other.
