I wrote this down from papers found in my Mom's possession. She died last year but, back in the 60s-70s corresponded with several folks working on the Blackards. This is not my line but we are probably all related. Ignore the numbers/letters-a database no longer in use:
1C JOBE ( JABE ) ( 12-16-1766\ MARRIAGE: 01-31-1792, recorded Caswell county,NC. JEAN HARGIS, Bond by HENRY WELLERS
According to Elizabeth Holeman, there is a HARGIS genealogy dating to 1606.

1CA JEREMIAH B. ( 1793\1878 ) See below
1CB THOMAS WILLIAM See below

1CC WASHINGTON R. ( 1800\1835 )
Lived in Person county,NC until 1822, when he moved to Haywood county,TN. Haywood county was part of Indian Lands until 1823.
He was still living there in the 1830 census and stayed until his death.

       MARRIAGE: 09-18-1821, Person County,NC
WILLIAM CLAYTON, Washington R. Blackard, Bondsman

1CE FRANCES "Franky"
Moved to Maury county,TN with her brother Jeremiah.
       MARRIAGE: ca1815, Maury County, TN.
ZACHARY ALLEN
They moved to Gallatin county, IL either just before or just after the Civil War.       

1CA JEREMIAH B. ( 1793\1878 ) Lived Person County,NC. In 1815, he moved to Maury County,TN, together with his sister FRANCES "Franky".
( In 1790, Micah BLACKWELL lived in Maury county, TN, and in 1820, he was still living there. There were no other Blackards, or permutations of the name living in Maury county. However, per the 1820 census of Stewart county, Tn, split from Maury and Williamson counties in 1817, both BRANCH BLACKARD and LEVY BLACKARD were living there. )
In 1817, Jeremiah moved to Franklin county,TN and lived there until 1837. Then, he moved to Marshall County, MS and later still to Tippah county, MS.
       FIRST MARRIAGE: 12-12-1812, Person county,NC. ELIZABETH FARQUHAR ( \died before 1817 )

MARRIAGE: SALLIE CLIFF

Other than that there is quite a thread running on another forum, I can't, right now, remember which one and, there is a Blackard List-serv list. You sign up for that at ROOTS-L. People on that e-mail list say they have traced that line, yours, back to 1713.
