Charles Blackard (father of Willoughby)

Someone recently gave me a reference for Charles Blackard on the 1766 Bute Co, NC
Tax List. The NC State Archives also found his name on a 1756 land grant as the chain bearer (assistant surveyor) and therefore most likely born before 1740 at the latest(i.e he cannot be Willoughby's brother).

Other evidence suggests that there was a second Charles Blackard whom was about the age of Jobe Blackard. Also I have a copy of a letter from Kate Blackard(77 in 1960) who says that Charlie is Willoughby's father. This recent find places Charles in America when Willoughby was born in 1758, probably in Bute Co, NC.

Does anyone else have any information on Charles?
