I am from Clarksville Ar and a lot of Blackards came from there and many are in Muldrow, OK. I don't know your dad but there was an Ed Blackard with the Arkansas Highway Patrol in the Ft. Smith area in 1953. I wish I knew more but I wanted to do what I could to help you. Perhaps your Dad was from the Muldrow, OK or Clarksville, AR area.
