I have a possible line on your Thomas R. Bodkin, though the birth year is a little earlier (1854-1857 range). I believe his parents are Joseph Botkin/Bodkin and wife Elizabeth "Lizzie" Brooks Botkin/Bodkin.

I found the Athens County OH marriage record for Thomas Bodkin and Lydia King in Athens County OH, and the one for Nellie and William Phelps in Meigs County OH.

This 1900 census in Athens County, OH is likely the right Nellie. She was living with her Aunt Clorinda (as indexed) -- whom I believe was Clarinda Brooks Botkin/Bodkin (married to Thomas' brother William).

1900 Census, Alexander, Athens, Ohio, page 3A (indexed Bod in
Clorinda Bodkin, 52, head, Dec 1847, OH OH OH, farmer
Nellie Bodkin, 13, niece, Apr 1887, OH OH OH

It appears that Thomas was re-married to Sarah about 1892 (I wonder if Lydia had died).

1900 Census, Columbia Twp, Meigs, Ohio, page 34A
Bodkin, Thomas R., Mch 1857, 43, m8yrs, OH OH OH, farmer
Sarah S., wife, Jul 1873, 26, 2 children, OH OH OH
Cloe E., daughter, Jan 1893, 7, OH OH OH, at school
Otto P., son, Apr 1898, 2, OH OH OH

Here is where I have Joseph & Lizzie's line in my dbase:
