disappeared in 1928

Does anyone know where look to see if someone was reported missing in the late 1920's in CT? My great-grandfather, Gerald booth, disappeared in sept of 1928. His wife Helen, was awarded his Teacher's Pension by a special act by the State of Representatives of CT on May 25 1931. I'm wondering if he had to be declared legally dead for her to get this pension? If so, where would the probate records reside for 1928-1931? The town was Stratford/Bridgeport Ct. ANY guidance would be so helpful! thanks!!
