According to what the article states, the brother's name would have been Oscar L. Goble, not Bozarth.
I did some census checking and only found your Oscar listed once for the year 1920, he was living in Union Township, Lewis County, Missouri. Enumeration District Number 64, on Sheet No. 2A, Line 15 26 26

Gertrude Bozarth, wife, female white, age 27, married, born in Missouri, father born in Missouri, mother born in Virginia.
Harold Bozarth, son, male white, age 7, single, born in Missouri, both parents born in Missouri.
The house before him I believe is his mother
Sarah Bozarth, head, female white, age 63, widow, born in Illinois, father born in Missouri, mother born in Illinois, farmer.
Gray Bozarth, grandson, male white, age 14,
Jessie Bozarth, granddaughter, female white, age 12
