Since the early 1800's Georgia law has required the counties to provide for the support of invalid paupers while living and for their decent burial when dead. The Inferior Court in each county was authorized to levy a tax for this purpose. These laws are still on the books but have been modified over the years to reflect changes in county governments. Some of the old laws can be viewed at http://neptune3.galib.uga.edu/ssp/cgi-bin/ftaccess.cgi?_id=7f000001&dbs=ZLGL. Search for "paupers" (with out the quote marks).
