This is likely a brother in law. Other sources on the internet show the last name as Radley instead of Bradley. There was a Radley family in Stafford, Genesee Co, NY that had a daughter Helen/Ellen and a son Richard. Their ages match the Nellie and Richard above. Nellie is a common nickname for the name Helen/Ellen. The parents are given on most census as William and Elizabeth, but as William and Isabella on one census.
