The answer is...maybe. Well, ok, probably.
Congress passed a number of pension laws affecting CW soldiers over the years. As a general rule, the later laws tended to both broaden eligibility and increase benefits. So, to know for certain, we'd have to know which pension law she applied under.
That said...in general, a mother (or, less commonly, a father) could qualify for a pension based on a son's Civil War service, IF (1) she was unable to support herself (2) she could demonstrate that she had been dependent on the son, and (3) the son was deceased. Usually, but not always, meeting those conditions would mean the mother was a widow (otherwise, the laws usually assumed her husband would support her).
