I found the subject studio portrait of an elderly bearded man taken by Excelsior Portrait Co., Philadelphia, PA. It is identified on the back of the mount in period handwriting:

This individual is listed in the 1860 and 1870 Census data for Philadelphia, Philadelphia Co., PA; the 1880 Census data for Philadelphia (resided at 3918 Germantown Avenue), Philadelphia Co., PA; and the 1900 Census data for Philadelphia, Philadelphia Co., PA.
George A. Clayton, Sr. was born Jan 1820 in PA. He was employed as a carpenter and later as a tobacco store operator.
