See my query #13 in this forum. It's not impossible your William Cleasby of Dubuque IA is the son of Thomas Cleasby of Jasper Co IA.
I don't have a subscription to Ancestry.com and can't access their English census images, but their indexes show a William Cleasby b ca 1847 in the Durham Co 1861 and 1871 censuses. He might be in Thomas' household.
Also, Ancestry's ship's passenger lists might show Thomas coming into NY with a son named William of that age. If you can get someone to do these lookups for you in Ancestry's records, and if Thomas was the father of a William the right age, he might be your man.
Do you have a death record for your William? If he died after around 1907 it might show his mother's maiden name. Pratt was Thomas' wife's maiden name.
