Someone else's entry of a family tree on rootsweb shows the father to be Albert Rossiter and the mother Rebecca Horsely.
As search in IL marriage records here:
http://www.ilsos.gov/GenealogyMWeb/marrsrch.html
finds that Albert Rossiter and Rebecca Horsely were married on 22,Apr,1867 in Union County.(There is a link at the top for info. on ordering copies. IL marriage records I have of that time,also included parents etc. but I can't say for certain about that county)
Then Rebecca Rossiter married Thomas Wellstead/Wellsteed on 19,Sept,1873,also in Union Co.
