Speaking of early COGERs, there is a document at the Maryland State Archives which mentions a Robert Coger in LIBER No. 19, fol. 613. October 7th, 1677.

The 100 acres he had owned was ordered to be resurveyed after his death, because the certificate had been lost. This incident was used by the writer as one of many examples of how Maryland dealt with various situations.
