I searched the Irish Family History Foundation's database. It contains 12,000,000 surviving rcds for abt 65% of Irish counties. Rcds are increasingly sparse B4 1840, rare B4 1800.
For Richard Mullen M 1838 +/- 2 yrs, I found 1 M rcd in 1836 in Cahir RC parish in Co. Tipperary (south).
For Mary Connors M 1838 +/- 2 yrs, I found 6 M rcds: 2-1836 Tipperary (north), 1838 Offaly, 2-1840 Tipperary, and 1840 Offaly. None of these are an exact match for the 1 M rcd for Richard Mullen. The M event rcd apparently didn't survive, occurred elsewhere, or hasn't been digitized yet.
For Mary Connors B 1816 +/- 2 yrs, I found 114 B rcds scattered amongst most Irish counties: 23 in the yr 1816 exact. This is an impossible number without an exact DOB, placename, parent name, etc. Suggest you search for these in U.S. or Canadian censuses as applicable.
For Richard Mullen B 1816 +/- 2 yrs, I found 3 B rcds: 2-1814 Meath, and 1816 Limerick.
