Assuming he's the same one, listed in the 1881 England Census as a Lt Col [active list], born East Indies he wouldn't have had that rank in the Crimea.
Can't guarantee it's the same one you seek but you'll find an entry for a Charles Steel in the 1878 Army list and a further entry & war service notes for a retired Col Charles Steel in the 1888 Army list which are available online at the National Archivist web site at http://www.nationalarchivist.com/ , registration and searches are free but this is a pay per view site to see the actual records. The site should NOT be confused with the UK Public Records Office, Kew that was renamed as the National Archives last year [web site at http://www.nationalarchives.gov.uk/ ]
