The Royal Marriage Act only applied (and applies) to very close relations of the Monarch. It says they had to have the monarchs approval for the marriage. It did not say that their spouce must be of royal descent. Even if they did not get approval they could carry on with the marriage and lose their right of succession. The rule was brought in by George III 1760-1820 because he disapproved of his brothers' marriages (jealousy I suspect).
