Hi Kevin, Coincidentally I am researching this same family for a friend who is related through a different family name. From my research, it appears as if William Henry (or Henry William) Rossiter was married twice. His first marriage was short-lived; it happened around 1879 and was to a woman named "Marget" as it is listed in the 1880 Census (I'm guessing it was actually Margaret but have no concrete evidence). They can be found living by themselves in Philadelphia, Pa. in the 1880 Census, but their last name was transcribed in the LDS/Ancestry index as "Rassiten". In 1900, Louise was only six years older than Theodore, thus making it very, very unlikely that she was his biological mother. Henry is also listed in the 1910 Census in Philadelphia with "M2" (married twice) in his marital status column, married to Louise and with James E. still at home.
