I remember touring the Workhouse just before it was torn down many years ago. At least one guard tower is still standing.

It has some scans of records and also references the New Castle County Workhouse Collection. The collection includes records related to the functioning of the workhouse such as background on each prisoner, physician’s book, receipts, work logs, payments, enrollment and other documents recording day to day activities. I would guess you could view the Collection at the Delaware Public Archives in Dover, DE.
