I'm fairly certain that Amanda Debord was d/o Amos Debord b 1844 in Carter Co KY and Catherine Barker b abt 1848 in Carter Co KY. Amos was son of Jeptha Debord b abt 1800 and grandson of Isaac Debord b abt 1765 in NC. Isaac is almost certainly a descendant of the immigrant James Deboarde (Deboard or Debord) that came from England to the VA colony before 1690, but I have not as yet filled in all the blanks between the James Deboarde baptized 1666 in England and the Isaac Debord b 1765 in NC. So, probably not much French blood in this line.

The birth records of Elliott Co Ky shows Amand C. Deboard or Amanda J. Deboard born 17 Oct 1878 parents Amos Deboard and Catherine Barker. The 1880 Rowan Co KY census for Amos and Catherine Deboard shows daughter Amanda S. age 1 yr. I believe this is also the Amanda Deboard born Oct 1878 that shows as a servant in the household of J. F. Layne in the 1900 census for Ashland, Boyd Co KY. The occupation of J. F. Layne is listed as a baggage master, whatever that is.
Several years ago, a fellow researcher sent me an obit for Mary Jane DeBord Bailey (1869-1934) which lists Amanda Steele of Portsmouth Ohio as her sister living on Charles Street in Portsmouth Ohio. This obit is my primary source for tying this family together. Here is my transcription of that obit.

Mrs Mary Jane Bailey
Resident of Bonser's Run is Claimed by Death
Mrs. Mary Jane Bailey, a former resident of West Side, died at 5:40 p. m. Wednesday at the home of her daughter, Mrs Ollie Belle Muck of Bonser's Run. Her death was caused by a third stroke of paralysis.
Mrs Bailey, a daughter of Amos De Bord and Catherine Barker, was born Jan. 18, 1868 in Elliott County Kentucky; She moved to Scioto county 19 years ago from Pike county, Kentucky; She was united in marriage to William H. Bailey, who with two children survive: Mrs. Muck and Leonard Bailey of Wheelersburg, One brother, William De Bord, three sisters, Mrs Emily Barker of Mt. Sterling, O., Mrs Dicy Bailey, West Side, Mrs Amanda Steele, 2220 Charles Street and eight grandchildren. She was a member of the Free Will Baptist Church.
Funeral services will be held in the home of Mrs. Steele at 1 p. m. Friday and will be in charge of Rev. Anderson Salyers of South Portsmouth. Burial will be made in the Friendship cemetery under the direction of Windel-Howland . Friends may view the body at the Steele home tonight.

Manda Steele age 55 along with daughters, Dorothy age 13 and Mary age 11 shows in the 1930 census for Scioto Co Ohio (ie Portsmouth). Not sure where the husband was in 1930.
The Ky death index shows John R. Steele died 11/17/1948 in Fayette Co KY, res of Greenup Co KY. From findagrave.com, John R. Steele (1875-1948) and Amanda S. Steele (1878-1950) are buried in the Anderson Lower White Oak Road, Sunshine, Greenup Co KY. I have not found a death record for Amanda in KY, maybe check Ohio. The death certificate for Mary Jane Debord Bailey apparently does not add any genealogy info to that shown in the obit.

Not sure where I got this, but I show the parents of John Roscoe Steele as James Steele and Louanna McKinster, with no further info on either.
