This is as close to the date Philip moved to the Bluff from Russell Co. as I can find.

On Jan, 1, 1821, Philip bought land in Scott Co, VA from Issac and Jane Lowe on the banks of the Clinch River. Phillip bought 18 acres lying between Bushes and Hickson Creeks in 1823. Between 1821 and 1823 he moved to Scott Co, VA. The home was at Wood, VA near the present site of Twin Springs High School on the Bluff.

can't find any thing on who or when the house was built.
