John. I have been researching my wife's Doggetts in the London area for about two years. What I have found is a number of Doggett lines with about half not having any connection to other Doggett lines in London.

Having Frank's date of birth is a big plus. It should be a piece of cake to obtain a copy of his birth certificate which will provide parent's name. This should give you a good start for researching the family. I have the 1881 census but it may still be to early for Franks parents unless they married late or Frank was at the end of the sibling line.
