No I don't have anything of note on Frances, but I think you have solved the riddle. Frances and Isabel are indeed the same person. The 1880 census shows her as F. I. Perhaps she wasn't Frances Elizabeth Watson, but was either Frances Isabel Watson or Frances Elizabeth Isabel Watson.

The fact that a date was misrecorded or mis-stated on a pension application is nothing unusual. As you well know, the same goes for census records.
