Don't know if this will be much help, but I have a William Dollins listed in my information (spelling-Dollings) as a brother of John A., Thomas, Presely and David Dollins. I have no dates, but he probably would have been married around the same time period. I have a child listed as Henrietta Ella Dollings, but no spouse. His parents would be John and Henriatta Dollins/Dollings. John was born in 1772 and William had a brother named T. Pennington. Don't know if it's the same William you are looking for, but perhaps it's a start. I am guessing he was in the Franklin County area only because William's nephew, Hugh A. Dollins (my husband's great-great grandfather) was born there in 1848.
