Is this the Evelyn who was born about 1918 in Pennsylvania? Norristown Ward 2, Montgomery Co., Pennsylvania? If so, she had a brother Dennis age 10 in 1920 and Sister Anna age 8, Katherine age 5.
Harry was 38 [b. 1882] and Katherine 33. His mother is listed as born in Pennsylvania. His father as born in Pennsylvania. Her parents also.

I see that in 1930 they were in Philadelphia and also there was a Thelma Dotterer age 20; Anna Swartley age 18; Leroy Swartley age 23 and her sister Kathryn age 15 and Evelyn of course was 12.

Harry may be this one....

A Harry Dotterer is listed as a moulder, Green in the Directory of Montgomery County, Penna. 1900-1902 page 178.
In January 1905 in The Gettysburg Compiler, it says Carl Dotterer and son Harry were recent visitors at Samuel Dotterer's.
Listed again in the Gettysburg Compler for May 10 of 1898, is a Harry Dotterer doing a speech or recitation at the Third Primary School with Miss Sadie A. Schriver as teacher.
Hopefully this will give you some leads. It is sad to have a tragedy such as that happen. But all of us have things like that to deal with.
