Ketti - have you checked out George Blaxland DOWLEY in the 1881 census for England? It's been transcribed for the whole country... so you can search for all George DOWLEYs (not many) and find yours. Elizabeth Ann may well have been born before 1881 too, if she was married in 1903?
We may well be related,as Dowley is such an but you'll need to get back another generation before I can tell!
