I have no proof but I too believe Moses was the unaccounted for male (0-10) in 1820 Breckinridge Co KY Census listed under David Duggins. David had a daughter Rhoda by 1/W who married John Artman and moved to Randolph Co Mo shortly after 1830 census. David had a son Reuben by 2/W who married Catherine Artman and moved to Randolph Co Mo. I believe Moses moved to Randolph Co Mo with them. David died abt 1828.
Vincent was Rhoda's full brother and his first marriage was 1818 and second was 1827 so I think that leaves him out as Moses's father. Moses (b.abt 1813)
