Ezra Dyslin's Civil War Pension Papers

I received Ezra Dyslin's civil war pension papers. He married a Hannah Sebastian in Rochester, NY in 1865. Then he married an Emma Brady in Chicago, Il in 1867. Ezra and Emma had 11 children/4 died young. Emma died in Chicago in 1903. Ezra died in Chicago in 1906. In January 1907 in Rochester, Hannah filed for Widow's pension of Ezra Dyslin and received it. How can this be? Was he considered a bigamist? Two wives in two different states?
